James L. Stuart, Principal

Jim Stuart practices in the areas of insurance and self-insurance, housing and mortgage finance, housing development, public finance, government relations and business law.
Stuart serves as counsel to Builders Mutual Insurance Company, Forestry Mutual Insurance Company and CAGC Insurance Company (organized by the Carolinas Association of General Contractors).  All were companies he helped organize and qualify with the North Carolina Department of Insurance. He serves as General Counsel of the North Carolina Self-Insurance Security Association and has represented the Security Association since its creation in 1986. He served thirteen years as outside General Counsel for the North Carolina Housing Finance Agency and has worked with Federal Low Income Housing Tax Credits (LIHTC) since 1987 when he served as project counsel for one of the first LIHTC-financed projects in North Carolina.

He is a member of the Board of Visitors of the Pratt School of Engineering at Duke University, and serves as a member of the Board of Directors of the Triangle Housing Investment Corporation and the North Carolina Sports Development Commission.
Stuart served on the professional staffs of the United States Senate Judiciary Subcommittee on Separation of Powers and the Judiciary Subcommittee on Constitutional Rights. He was Assistant Attorney General in the North Carolina Department of Justice, concentrating in environmental litigation and legislative lobbying.

Stuart has served as an adjunct instructor at the University of North Carolina at Chapel Hill School of Law. He received his law degree from The National Law Center at George Washington University and his undergraduate degree in mechanical engineering and political science from Duke University.  He is admitted to practice law in North Carolina, Tennessee and the District of Columbia.

Catherine R. Stuart, Principal

Cathy Stuart practices in the areas of insurance regulatory, self-insurance , insurance coverage and defense, corporate bankruptcy, corporate law, employment law, trademark law, administrative law, housing finance, tax exempt organizations, sports law and workers compensation.

Stuart works extensively in areas of risk management and insurance. Much of her practice relates to the self-insurance industry. She also serves as General Counsel to the North Carolina Self-Insurance Security Association focusing on issues of corporate, surety and bankruptcy law as well as litigation. She also serves as counsel to Builders Mutual Insurance Company.

Stuart served as General Counsel to the North Carolina Amateur Sports, the Local Organizing Committee of the U.S. Olympic Festival in 1987. She served on the Board of Directors of the 1999 Special Olympics World Games, participated in the development of the Strategic Plan for the Games and chaired the Legacy Committee of the World Games. She serves on the Board of Directors of North Carolina Amateur Sports, and has served as Counsel and member of the Executive Committee of the Board of Directors of the North Carolina Bid Committee for the 2007 Pan American Games.

Stuart currently serves on the UNC Board of Visitors, the Board of Directors of North Carolina Amateur Sports and the Masonic Home for Children, the UNC Lineberger Cancer Center Board of Visitors and is a member of the Cardinal Chapter of the National Charity League. Stuart has been recognized as a Super Lawyer and was a participant in America 's Most Influential Women Program on Sky Radio.

Stuart is a member of the American Bar Association, North Carolina Bar Association and the Wake County Bar Association. She is admitted to practice in the U. S. Supreme Court, U.S. Court of Appeals in the Fourth Circuit, as well as the U.S. District Courts for the Eastern, Middle and Western Districts of North Carolina . She is also a member of the Sports Lawyers Association, the Sports and Entertainment Law, the Workers' Compensation and the Dispute Resolution Sections of the North Carolina Bar Association. She is a NCDRC Certified Superior Court Mediator.

Stuart was a staff member in the United States Senate, and law clerk to former United States District Court Chief Judge Franklin T. Dupree. She also served as a North Carolina Assistant Attorney General handling litigation in state and federal courts.

She has served as an adjunct instructor at the University of North Carolina at Chapel Hill School of Law. She received her law degree from Tulane University School of Law and her undergraduate degree from the University of North Carolina at Chapel Hill.

Theresa S. Dew, Member

Theresa Dew practices in the areas of corporate law, business organizations, tax-exempt organizations, housing finance law, commercial real estate, trademark and copyright law, debtor/creditor law and workers' compensation defense.  Dew is also a certified mediator for Superior Court civil actions and workers’ compensation claims before the North Carolina Industrial Commission. 
Dew represents developers and housing authorities in various aspects of development, financing and construction of affordable and market-rate housing units, including HOPE VI transactions, LIHTC financing and HUD-insured transactions. Dew currently represents the Housing Authority of the City of Charleston in its acquisition and renovation of affordable housing projects and has previously represented the Housing Authority of the City of Greensboro (HOPE VI units) and Housing and Economic Opportunities, Inc. (LIHTC units).    Dew has also served as local counsel on various North Carolina housing projects.

Dew routinely represents small businesses in a variety of business related matters, including formation and dissolution; contract negotiation, drafting and review, including leases and franchise agreements; debt collection; commercial real estate; and, trademark and copyright protection.
Dew is admitted to practice law in the States of North Carolina, South Carolina and Georgia, as well as all federal districts in North Carolina and South Carolina. Dew is a member of the American Bar Association, the Forum on Affordable Housing, the North Carolina Bar Association – Real Estate Section, the South Carolina Bar Association, the Georgia Bar Association and the Wake County Bar Association. Dew is also a member of the Junior League of Raleigh.

Dew graduated summa cum laude from Campbell University in May 1997 with a Bachelor of Arts in International Studies and she received her Juris Doctor with Honors from the University of North Carolina School of Law in May 2000.

Jonathan W. Anderson, Associate

Jonathan W. Anderson practices in the areas of commercial real estate, creditor rights, insurance regulation, trademarks, bankruptcy and corporate law.  He also assists new business ventures in legal aspects of entrepreneurship.

Prior to joining the firm, Anderson assisted in the representation of a national retailer in its acquisition and development of shopping centers. He also assisted in the representation of professional athletes on a wide array of matters.

Anderson is admitted to the practice of law in the State of North Carolina. He is a member of the American Bar Association, the North Carolina Bar Association, and the Wake County Bar Association. He volunteers his free time to serve on a local nonprofit board, Triangle Greenways Council, in its mission to protect and preserve natural areas in the Triangle region. He is also a member of and active in the Wake County Real Property Lawyers’ Association and the Home Builders Association of Raleigh-Wake County.

Anderson graduated from the University of North Carolina at Chapel Hill, with distinction, in May of 2005 with a degree in Sociology and a minor in Italian. He studied abroad at the Lorenzo de Medici School in Florence, Italy during his time at Carolina. Anderson received his Juris Doctor from Wake Forest School of Law in May of 2008 earning magna cum laude honors. While in law school, Anderson was on the Wake Forest Law Review and clerked at the North Carolina Real Estate Commission. In June 2007, the American Bar Association awarded Anderson the Section of Urban, State and Local Government Law Award for excellence in Land Use Law.

Charles C. Kyles, Associate

Chip Kyles concentrates his practice in the areas of workers’ compensation, insurance defense, construction disputes, self-insurance industry, insurance regulatory matters, business litigation, employment law, debtor/creditor law, and corporate law.  He has been recognized with an “AV Preeminent” peer review rating on Martindale-HubbellTM.

Kyles graduated from North Carolina State University in December 1991 with a degree in Communication and a minor in Business Administration. He was a member of the University of North Carolina School of Law International Law Moot Court Team that won the national championship in the 2001 Manfred Lachs Space Law Competition and was runner-up in the world finals in Toulouse , France , where Kyles was judged the individual Best Oralist. Kyles was selected as a national member of The Order of Barristers and received his Juris Doctor with Honors from the University of North Carolina School of Law in May 2001.

Kyles is admitted to the practice of law in the State of North Carolina and in the Commonwealth of Virginia as well as the U.S. District Courts for the Eastern, Middle and Western Districts of North Carolina. Kyles is a member of the American Bar Association, the North Carolina Bar Association, and the Wake County Bar Association.
